New Chairperson Appointed At Lincolnshire Community Health Services NHS Trust

The NHS Trust Development Authority (NHS TDA) has confirmed the appointment of Elaine Baylis QPM as Chairperson of Lincolnshire Community Health Services NHS Trust (LCHS).

Elaine will take over the role from Dr Don White on April 1, having previously joined the trust as a Lay Member in 2009 and later becoming a Non-Executive Director in 2011.

She brings more than 30 years’ experience of working in the public sector in Lincolnshire. For many years, Elaine worked with Lincolnshire Police, latterly as Temporary Assistant Chief Constable with accountability for operational policing. She was presented with the Queen’s Police Medal in 2005 for distinguished service.

She is an experienced strategic commander, with particular interest in responding to emergencies. She is also a performance development coach and consultant.

Elaine has held a number of other Board positions, including Director and Trustee of Lincolnshire Action Trust since 2006 and Independent Chairperson of the Lincolnshire Safeguarding Adults Board since 2012.

She said: “It is a great privilege to be able to lead the Board at LCHS. I have been honoured to be part of the trust’s journey since 2009 and witness it flourish and grow from being part of Lincolnshire Primary Care Trust into the independent NHS organisation we have today. I am sure this year will prove to be equally as successful as we continue to play a pivotal role in providing care at the heart of our communities. I am particularly looking forward to working with our patient and public members and our future governors as we work towards becoming an NHS Foundation Trust.”

I would like to give special thanks to our outgoing Chairperson, Don White, who is stepping down having served the longest possible term in the role of four years. His leadership has been invaluable in supporting LCHS to become regarded as such a strong and caring organisation.”

Non-executive appointments to NHS Trusts made by the NHS TDA are subject to the Code of Practice of the Commissioner for Public Appointments.

Elaine has been appointed from April 1, 2015, until March 31, 2017, and is entitled to receive a remuneration of £30,000 per annum.  She has declared no political activity.
